David N. Bilow, PE, SE, Director, Engineered Structures David (Dave) N. Bilow, PE, SE is director of engineered structures for PCA. Bilow directs the work of PCA staff to promote and improve the use of portland cement and concrete for railroad and transit facilities, highway bridges, buildings and special structures throughout the United States and Canada. Bilow is a member and Fellow of the American Society of Civil Engineers, and a member of the American Railway Engineering and Maintenance of Way Association, the American Concrete Institute, and the Structural Engineers Association of Illinois. Before joining PCA, Bilow managed the design of industrial, railroad, and commercial facilities for over thirty years while with consulting engineering companies, including the Chicago-area firms of Sargent & Lundy, Techknow Engineering and Patrick Engineering. He has Bachelor and Masters degrees in Civil Engineering (both from the University of Illinois at Urbana), a Masters degree in Business Administration from the University of Chicago, and is a licensed structural engineer and professional engineer in five states. dbilow@cement.org
