Jim coordinates PCA’s national model building code development activities and related publications of both the International Codes Council (ICC) and National Fire Protection Association (NFPA). Of the more than 50 national model building codes addressing, structural, electrical, plumbing, mechanical, energy conservation, and many other aspects of building and building component performance; PCA’s activities are primarily limited to:
- ICC International Building Code (IBC)
- ICC International Residential Code (IRC)
- ICC International Fire Code (IFC)
- ICC International Energy Conservation Code (IECC)
- ICC Performance Code for Building and Facilities
- NFPA Building Construction and Safety Code (NFPA 5000)
- NFPA Life Safety Code (NFPA 101)
In addition to coordinating PCA code change proposals and public comments (i.e. challenges), Jim works with staff and allied industry groups to gain coordination, collaboration, and support for proposals and public comment at an industry wide level. The major emphasis of Jim’s activities is associated with the structural provisions of model building codes and reference standards. Jim chairs the PCA NSDC Subcommittee on Residential Standards and is PCA’s primary representative on several national model building code and national reference standard committees:

In addition to these efforts on national model building code and national reference standard development Jim has responsible charge for working with and educating building officials in the ICC regions that have typically adopted The BOCA National Building Code (NBC), the legacy code published by the Building Officials and Code Administrators (BOCA) prior to the merger of the regional code bodies to form the ICC.
