Rules and Procedures for Submittal of Public Comments
Any interested person, persons or group may submit a Comment, which
will be duly considered when in conformance with these Rules and
Procedures.
Each Comment shall be received at the office of the Secretariat
by the day and time as indicated in the announced closing date.
The submitter of a Comment is responsible for the proper and timely
receipt of all pertinent materials by the Secretariat.
The proponent may withdraw a Comment at any time prior to the
announced Closing Date.
Each Comment shall be provided in electronic format. If submittals
in electronic format are not possible, contact Anna
Trzeciak.
Each Comment shall be complete in itself and shall be submitted
on the public comment form provided for that purpose. The electronic
file may contain more than one comment. For files containing more
than one comment, copy and paste Sections 3, 4, and 5 at the end
of the public comment form and complete those three (3) sections
for each comment.
Each submittal shall contain the following information:
- Each Comment shall include the name, title, mailing address
and telephone number, facsimile number and email address.
- If a group or organization submits a Comment, the individual
with prime responsibility shall be indicated.
- If a Comment is submitted on behalf of a client, group, or
organization, the name and mailing address of the client, group,
or organization shall be indicated.
- Each Comment shall relate to the applicable section(s) in the
draft Standard. If more than one section in the Standard is affected
by a Comment, additional appropriate Comments shall be submitted
for all such affected sections.
- The text of the Comment shall be presented in the specific wording
desired with deletions shown in legislative text. Text to be deleted
to be struck out with a single line; New and additional text to
be underlined with a single line.
Each Comment shall be in proper code format and terminology.
Each Comment shall be complete and specific in the text to eliminate
unnecessary confusion or misinterpretation.
Whenever practical, the existing text of the Standard shall be
preserved with only such additions and deletions as necessary to
accomplish the desired change.
A Comment shall indicate the referenced Section(s), Table or Figure
Number; page number and line number from the draft Standard; and
whether the Comment is intended to be new text, a revision to, or
a deletion of text.
Each Comment shall include sufficient supporting information to
indicate how the Comment is intended to affect the intent and application
of the Standard.
The proponent shall clearly state the purpose of the proposed change
(e.g., add new requirements delete current requirements, clarify
the current requirements; revise outdated materials substitute new
or revised material for current provisions; etc.).
The proponent shall justify changing the current provisions, stating
why the Comment is superior to the current provisions of the Standard.
Comments that add or delete requirements shall be supported by a
logical explanation that clearly shows why the current provisions
are inadequate or overly restrictive, specifies the shortcomings
of the current provisions, and explains how the Comment will improve
the Standard.
The proponent shall substantiate the proposed change based on technical
information and substantiation. The burden of providing substantiating
material lies with the proponent of the Comment.
The proponent shall submit a bibliography of any substantiating
material submitted with the Comment. The bibliography will be published
with the Comment, and the proponent shall make the substantiating
materials available for review at the office of the PCA.
The proponent shall sign the copyright release that is on the Comment
form.
Submittals: Comment must be in MS Word format using the public
comment form. Assign the following file name format: "NSDC-PCA-XXXX"
– where "XXXX" is the last name of the person submitting
the comment. Send the file to the e-mail address shown below. If
the comment form submitted electronically does not contain an electronic
signature, print the form, sign it and fax it to the number shown
below. If submitting comments via e-mail is not possible, contact
Anna Trzeciak using the information provided below.
