Steve’s national model building code and reference standard activities have an emphasis on residential construction and energy conservation provisions. Steve is PCA’s primary representative on several national model building code and reference standard development organization committees:

- 90.1 Energy Standards for New Buildings Except Low-Rise Residential
- 90.2 Energy Efficient Design of New Low-Rise Residential Building Buildings
- International Code Council (ICC)
- Consensus Committee on Hurricane Resistant Construction
- National Fire Protection Association (NFPA)
- NFPA 80A – Technical Committee on Parking Exposure fire Protection (alternate)
- NFPA 88A – Technical Committee on Parking Structures (alternate)
- NFPA 101/5000 – Technical Committee on Building Fundamentals
- NFPA 101/5000 – Technical Committee on Industrial, Storage, and Misc. Occupancies
- NFPA 101/5000 – Technical Committee on Assembly Occupancies (alternate)

In addition to these efforts on national model building code and national reference standard development Steve has responsible charge for working with and educating building officials in the ICC regions that typically adopted the Standard Building Code (SBC), the legacy code published by the Southern Building Code Congress, International (SBCCI) prior to the merger of the regional code bodies to form the ICC.
