Stephen directs the PCA Codes and Standards Program as developed and approved by the PCA Codes and Standards Subcommittee. He also has responsibility for coordination of activities within other PCA programs, concrete and masonry industry allies--primarily through the Alliance for Concrete Codes and Standards (ACCS) and Masonry Alliance for Codes and Standards (MACS), and allies outside the concrete and masonry industries.
He administers the development PCA national consensus standards through the National Standards Development Committee (NSDC) and the Concrete Technology Advisory Council—which provides external guidance and direction for PCA codes and standards programs. In addition, Stephen is the PCA representative on several national standards writing organization committees including:
