US House Passes Multi-Year Highway Bill

PCA applauds the U.S. House of Representatives for the November 5 passage of the Surface Transportation Reauthorization & Reform Act (STRRA), a multi-year federal highway bill.

With passage of this bill Congress moves one step closer to completing work on vital infrastructure legislation that will help spur economic growth across the country.  The bipartisan measure sets federal surface transportation policy for a six-year period, including critical reforms that will make our nation’s highways more modern and efficient, and authorizes approximately $40 billion annually for the Federal-Aid Highway Program.

November Paving Webinar Features Regional Updates 

Ungerman, Gary_framedThe PCA Paving Webinar continues its Regional Focus series Friday with a Colorado contractor’s perspective on the value of promotion for a massive concrete pour and a report from PCA’s Rocky Mountain region. The call will also feature a legislative update from PCA’s Government Affairs team.

The free, one-hour webinar on practices and avenues to successful paving advocacy and promotion is scheduled for Friday, November, at 11 a.m. Eastern Standard Time.

Gary Ungerman, manager of business development, Castle Rock Construction, will discuss how promotion efforts benefited a nearly 1 million square yard concrete pavement design build project in Weld County, Colorado.

Don Clem, executive director, PCA Rocky Mountain Region, will provide a Regional Focus update, sharing area successes and progress.

Collin Long, senior director, PCA Government Affairs, will address recent legislative actions in Washington, D.C.

September PPI:  All Materials Except Concrete Mark Declines

PPI Graph for 11-9-15-framedIn September, steel, lumber, and asphalt each saw month-over-month declines in their Producer Price Indices (PPI), according to the Bureau of Labor Statistics. Concrete’s PPI ticked up at 0.5 percent, but had been decreasing since April.

The most dramatic decline on a year-over-year basis was from steel. The slumping Chinese economy is affecting steel demand. Consensus expectations now believe global demand will finish down from last year. The strong dollar and surplus of steel supply have made importing steel an increasingly attractive option in the U.S. As a result, the U.S. Department of Commerce established a tariff on some Chinese steel, with duties reaching up to 236 percent. This could generate some stability for steel’s PPI. This is seen as a positive for the cement industry, as the relative cost of steel to concrete is at its lowest point since the recession.

Trygestad,_Amy_(CTLGroup)_FramedAmy Trygestad, PE, FACI, has joined CTLGroup as a principal engineer. She is a licensed professional engineer with more than 20 years of experience in the structural design and construction industry.

Trygestad's experience includes engineering consulting, program management, concrete subcontracting, ready-mixed concrete production, and strategic marketing and technical enhancement of concrete construction.

Trygestad was elected as a Fellow of the American Concrete Institute in 2014 and actively serves on committees 362 Parking Structures, 423 Prestressed Concrete (committee secretary), 421 Reinforced Slabs (committee secretary), 347 Formwork, and 132 Responsibility in Concrete Construction.

She holds a bachelor's degree and a master's degree of civil engineering from the University of Minnesota.
