O’Neill joins PCA from the Associated General Contractors of America as VP of Congressional Relations/Infrastructure Advancement. Previously he served as Director of Government Affairs at the International Association of Fire Fighters, Special Assistant to Secretary Elaine Chao and Chief of Staff for Congressman John Sweeney.

Senior Director, Environment, Health and Safety

Tom Harman has worked for PCA between 2008 and 2016. He returned as Senior Director, Environment, Health and Safety, in September 2021. He has worked as Managing Director of Regulatory Affairs at National Ready Mixed Concrete Association, Vice-President of Safety Services at National Stone, Sand & Gravel Association, and most recently as Senior Director, Safety and Health at National Mining Association.

Louis Baer joined PCA in August 2017 as the Director and Assistant Counsel, Government Affairs and handles environment and energy regulatory issues for PCA.  He has significant regulatory experience consulting for industrial facilities and government agencies on environmental regulatory compliance and policy experience working for lobbying and trade organizations.

Katy Hartnett has more than ten years experience working on transportation and infrastructure policy for members of Congress and non-profit organizations. She comes to the Portland Cement Association from PeopleForBikes, where she worked on mobility, trade, and other issues of importance to the bicycle industry.

Christine McCarthy
Director, Government Affairs

Christine comes to PCA following a successful consulting role supporting the Office of the Deputy Assistant Secretary of the Army, for Energy and Sustainability where she acted as liaison for energy leaders in various components of the U.S. Army. She also supported the development and implementation of energy and environmental policies. Christine also worked at AECOM and supported the Marine Corps Headquarters at the Pentagon as a member of a Fortune 500 company's environmental business line. Christine earned her Bachelor's in Geology and Philosophy at The University of Delaware. She has also earned a Doctorate in Law from The George Washington University Law School. Christine is a member of the Washington D.C. Bar and lives in Arlington, Virginia.
