CEMEX VP Recognized by Portland Cement Association

SKOKIE, Ill.—Portland Cement Association (PCA) recognized Satish Sheth as a winner of the 2013 John P. Gleason, Jr., Leadership Award.  

Presented at PCA’s annual fall committee meeting, August 27, 2013, in Chicago, the awards honor employees of member companies who have exhibited industry leadership by taking the Association in new directions.  Awards are presented in each of PCA’s two categories of key strategic initiatives: Business Continuity and Market Development.  Sheth was honored in the Business Continuity category.

As co-chair of the PCA Clean Air Committee, Sheth, vice president, environmental affairs for CEMEX USA in Houston, coordinated PCA’s multi-faceted advocacy efforts to address the near-term clean air challenges of the portland cement national emission standard for hazardous air pollutants (NESHAP) and the commercial and industrial solid waste incinerator (CISWI) rules.  During a two-year period, he managed a very complicated, multi-pronged regulatory, legislative and legal advocacy strategy, with multiple concurrent and overlapping actions and time-frames, such as developing regulatory comments while also preparing congressional legislation and testimony. 

The work on the NESHAP rule was rewarded with a favorable court decision followed by a settlement agreement with EPA, which ultimately resulted in a new NESHAP rule with more time for the industry to comply.  Efforts to address the CISWI rule resulted in significant improvements to what was a very challenging rule when first finalize by EPA.  He has now focused Committee efforts on defending EPA’s new NESHAP rule and making a few more improvements to the CISWI rule.

In addition to the PCA Clean Air Committee, Sheth serves on the PCA’s Government Affairs Committee.

The award is named after John P. “Jay” Gleason, Jr., who served as PCA president from 1986 until his retirement in 2007.  Gleason was known for his consensus building among both members and allies and for his strong leadership skills.
