PCA Promotes Hubbard to Vice President for Legislative Affairs

WASHINGTON, D.C.--Portland Cement Association named David S. Hubbard as vice president, legislative affairs. Hubbard, who was appointed staff vice president for legislative affairs in April, has represented the interests of the cement industry on Capitol Hill for the past 17 years.

He will manage PCA’s federal legislative advocacy efforts on a variety of fronts including environmental compliance, transportation and infrastructure legislation. In addition, Hubbard is also the treasurer of PCA PAC, the Portland Cement Association political action committee.

Hubbard has been honored by the National Watershed Coalition and the Association of State Dam Safety Officials for his leadership in helping to secure passage of the Small Watershed Dam Rehabilitation Legislation.

Prior to joining PCA, he worked as a political appointee in the Office of the Secretary of Commerce during the Reagan administration, representing the interests of the Commerce Department on Capitol Hill. Before joining the Reagan administration, he also worked for Sen. Robert Stafford (R-Vt.).

Hubbard received his B.S. from Castleton State College in Castleton, Vt. and earned a Masters of Public Administration from American University in Washington, D.C.
