Bob has demonstrated extraordinary leadership in
improving the position of cement, concrete, and cements for masonry
in standards and specifications; enhancing the coordination of standard
activities with allied industry organizations; and ensuring the implementation
and completion of R&D programs that address marketplace needs.
As Vice-chairman of the R&D Work Programs Committee from 1997
through the
2004 Spring Committee Meetings, his reasoned, analytical input often
illuminated solutions for bridging the perennial gap between funds
needed to accomplish proposed R&D programs and budget guidelines.
He has served on numerous Product Standards and Technology Committee
subcommittees, and for several years co-chaired the NRMCA/PCA Joint
Standards Task Group, helping to establish a collaborative approach
to cement and concrete consensus development activities.
For years, Bob promoted the benefits of consistent
requirements for portland cements in ASTM and CSA cement standards,
heading the ASTM and CSA Task Groups when the harmonization effort
finally was formalized. His experience with the manufacture, use,
and specification of cement and concrete in the United States and
Canada has enabled him to play a crucial role in the development
of both ASTM and CSA cement specifications, including the recent
change to ASTM C 150 to permit the use of up to 5% limestone in
portland cement. Bob’s knowledge of the technical issues,
standards development process, and people involved proved key to
gaining approval of this change.
