Frank plays a pivotal role in the promotion of innovative pavement technologies in the Southeast. He was directly involved with significant Roller-Compacted Concrete (RCC) paving projects recently in Tennessee, Alabama and Georgia, and has put in countless hours in influencing the use of RCC, pervious concrete, and full-depth reclamation using cement. Frank has been a motivating force behind the Georgia Concrete & Products Association RCC Technical Promotion Subcommittee, started in 2004 to bring the ready mix industry in as RCC partners. Frank has actively participated in developing the RCC Production Fact Sheet, given promotional support for two RCC production demonstrations, and provided technical support to countless ready mix producers making RCC for the first time. Even though RCC has gained popularity in Georgia, few contractors have been willing to get into the business. In the last two years Frank has worked closely with contractors to help them recognize the opportunities and purchase the sophisticated high density equipment required.

The most successful of Frank’s numerous pervious concrete and RCC projects this past year was a 5,300 cubic yard RCC truck lot for U.S. Gypsum in Bridgeport, Alabama. Frank identified the opportunity, promoted RCC for the application, encouraged the contractor to use a high density machine, and worked with the ready mix supplier. The project was completed early in the year, which allowed many site visits for potential users. Due to this successful RCC placement, U.S. Gypsum is considering more RCC in facilities across the United States.
