Construction isn't the only use of portland cement. Cement can be used to manage waste in many different methods:

Concrete for waste water treatment facilities, tanks, conduits and storage areas
Roller-compacted concrete pavements (RCCP) for operational areas at composting facilities
Cement-based liners for waste management units
Cement-based grouts and slurry trenches for subsurface waste containment
Controlled low strength material as inert fill for closure of underground tanks

Perhaps the most unique application of cement in waste management is for solidification/stabilization (S/S) treatment of waste. S/S treatment of waste involves mixing cement into contaminated media or waste to immobilize contaminants within the treated material.
