Dams in the U.S. are aging and in need of repair. More than 23,000 of the 79,000 dams in the U.S. have exceeded their effective design life of 50 years. Inadequate spillway capacity is one of the major causes of dam distress. Use of roller-compacted concrete has proven to be a cost-effective method of providing overtopping protection for embankment dams. The 78-page document including commentary provides a comprehensive reference for developing RCC specifications for embankment armoring and spillway projects. Prepared in specification format, the guide includes sections on materials, equipment, construction procedures, and quality control requirements. This 2007 printing is an updated document of the Guide for Developing RCC Specifications and Commentary, which was first printed in 2000. This second printing includes revised guidelines for quality control. In addition, many minor changes are included to improve and update the document.

The report summarizes research already performed on stepped spillways and recommends additional research needed to determine parameters that can be used by practicing engineers to design stepped spillways. Skimming flow regime is primarily discussed with regard to research that has been performed concerning air entrainment and flow resistance under uniform fully aerated flow condition.
