EPA Highlights Collaboration with Cement Industry on Alternative Fuel Use

The U.S. Environmental Protection Agency (EPA) recently highlighted its ongoing collaboration with the cement industry to advance the use of alternative fuels on its Smart Sectors program pages. The update showcases how EPA works directly with key industries to develop practical, sector-specific solutions that support environmental progress and economic growth.

The updated content outlines joint efforts between EPA and the cement industry to clarify regulatory pathways for using biomass as an alternative fuel. A key initiative was the development of the Fact Sheet on Clean Cellulosic Biomass and Non-Hazardous Secondary Materials Determinations, released in September 2024. The fact sheet helps fuel generators and cement manufacturers better understand how clean cellulosic biomass can be classified and used as a fuel, and clarifies when these materials are considered equivalent to traditional fuels.

To build on this work, EPA’s Smart Sectors program hosted a virtual forum on June 18, 2025, in cooperation with the American Cement Association. The event brought together representatives from the cement industry, the solid waste management sector, and federal agencies to discuss regulatory clarifications, best practices, and opportunities to expand the use of biomass fuels.

The forum featured presentations from EPA, UNACEM North America, Idaho National Laboratory, and the National Waste and Recycling Association. Discussions covered real-world case studies, available biomass resources, and potential partnerships to increase the use of alternative fuels in cement manufacturing.
