GRASS ROOTS CALL TO ACTION
The Transportation Construction Coalition (TCC), of which PCA is a member, is activating a grassroots advocacy effort over the congressional August recess to raise awareness of the need for quick enactment of a robust surface transportation bill.
Congress has been unable to enact legislation to reauthorize surface transportation programs since the law (SAFETEA-LU) expired on September 30, 2009. Congress has enacted a series of short term extensions of spending authority with the latest extension expiring on December 31, 2010. In addition, spending out of the Highway Trust Fund has exceeded revenue since 2004.
Without a multi-year program, states cannot fund and fix pressing transportation needs at a time when our global competitors are investing trillions modernizing their infrastructure.
